France's Parliamentary Ongoing Crisis: The Beginning of a New Political Reality
In October 2022, when Rishi Sunak assumed office as the UK's leader, he became the fifth British prime minister to take up the role in six years.
Unleashed on the UK by Brexit, this signified exceptional governmental instability. So how might we describe what is occurring in the French Republic, now on its sixth prime minister in 24 months – three of them in the last ten months?
The current premier, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the cost of his government’s survival.
But it is, at best, a temporary fix. The EU’s number two economic power is trapped in a political permacrisis, the likes of which it has not experienced for decades – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there seems no easy escape.
Governing Without a Majority
Essential context: ever since Macron initiated an ill-advised snap general election in 2024, France has had a divided assembly split into three warring blocs – left, far right and his own centrist coalition – none with anything close to a majority.
At the same time, the nation faces dual debt and deficit crises: its national debt level and budget shortfall are now almost twice the EU limit, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.
In mid-September, the leader named his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from both supporters and rivals.
So much so that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job all but impossible.
Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for another 48 hours in a last-ditch effort to salvage cross-party backing – a mission, to put it mildly, filled with challenges.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, promising to vote down all future administrations unless there were early elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the end of his 48 hours, he went on TV to say he believed “a path still existed” to avoid elections. The president’s office announced the president would appoint a new prime minister two days later.
Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So recently – with Macron commenting from the wings that the country’s rival political parties were “creating discord” and “solely responsible for this chaos” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?
In a critical address, the young prime minister outlined his financial plans, giving the Socialist party, who detest Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be frozen until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the far right and radical left – meaning the government should survive those ballots, due on Thursday.
It is, however, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”
A Cultural Shift
The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.
A look at the seat numbers shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR want him out.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, finished.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament summons up the collective responsibility to pass a budget by year-end, the prospects for the government beyond that look bleak.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.
An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would disband the assembly and aim for a legislative majority in the following election. But this also remains unclear.
Polls suggest the future president will be Le Pen or Bardella. There is at least an strong possibility that France’s voters, having elected a far-right president, might reconsider giving them parliamentary power.
Ultimately, France may not emerge from its quagmire until its politicians accept the new political reality, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
